What is this?

I ordered some paper and embellishments from Scrapbook.com and received this as a free gift. What is it and how is it used?

You can put water or ink in the barrel and use it as a paint brush.

It's a water brush, good for using with watercolor pencils or playing with paints. I have a fistful of them, because I use them with Distress and watercolor pencils.
